Water in the Toilet

We moved into our new house in Cary, NC in November 1993. In the house we have toilets with just a small amount of water... they are supposed to conserve water, and she had never seen one before. Rachel always worried about the toilet running over because one did when she was very young at Grandma and Grandpa McGraths house after she had just used it. A few days after we moved in, she asked "When are we going to get more water in our toilets?" We laughed a bit and explained that they wouldn't, they were low flow.
